the Praetorian Guard was started by the second Emperor of Rome, Tiberius. He wanted to live somewhere other than Rome, so he built a villa somewhere south of Rome, and left the Praetorian Guard in Rome to act as his eyes and ears. They reported directly to the Emperor, and had pretty much complete control of situations in the Senate and elsewhere in the Empire

When the Emperor died, they had the "power" to "annoint" the next Emperor, so when things got chaotic in the Roman Empire after the Germanic tribes migrated south, the throne of Rome was practically auctioned off weekly to whoever bought out the Praetorian Guard.

There were some Emperors during that age that ruled for less than a day, and then were assassinated.
